Este paquete sí lo tenía instalado y en sus propiedades indica que está 
instalado el fichero /usr/include/postgresql/libpq-fe.h, que he 
comprobado que efectivamente existe.

Lo he instalado, pero no me resuelve el problema, sigue dando el mismo 
error.
